Yorktown pastor accused of sex with teen

MUNCIE, Ind. â€" The pastor of a Yorktown church was being held in the Delaware County jail on Friday, accused of having sexÂ with a 15-year-old member of his congregation.

Terry Wayne Dobbs, 53 â€" pastor at Old Fashion United Baptist Church, 9211 W. Arch St. â€" was arrested Thursday evening, preliminarily charged with sexual misconduct with a minor, vicarious sexual gratification, child exploitation and child solicitation.

The pastorâ€™s bond was set at $35,000.

According to an affidavit, Yorktown police learned from authorities in Allen County on Dec. 2 that a 15-year-old girl had disclosed she was involved in a sexual relationship with her minister.

A Yorktown officer interviewed the girl Thursday. She said she began counseling with Dobbs about personal problems in July.

According to the report, the pastor â€œstarted out very slowly with talking about kissing her.â€

Authorities allege Dobbs and the girl eventually began fondling each other at the church, and later had sex there three times.

The alleged victim also said she and the minister had exchanged nude photos via cellphones and computers.

Dobbs, of the 6900 block of West Bethel Avenue, was also interviewed on Thursday, and gave a â€œfull confession,â€ police reported.

Courts records reflect no prior charges against Dobbs.

Israel to ease citizenship process for same-sex couples - Israel News

The naturalization process for foreign same-sex partners in Israel will be the same as that of their heterosexual counterparts, Attorney General Avichai Mandelblit reported Thursday to the High Court of Justice.

According to Mandelblit's guidelines, couples of the same sex who present foreign marriage documents will be able to undergo the same procedure to receive citizenship for the foreign partner as do heterosexual couples.

The move by Mandelblit's was made in response to a petition presented by the The Israeli Gay Fathers Association, which claimed gay couples have been discriminated against for years in the immigration process. The group complained that same sex couples were forced to go through a seven-year waiting period before the state would give its recognition.

For heterosexual couples, the transition period lasts four years, resulting in the foreign partner receiving full citizenship.

The organization's petition also claimed that the state forced LGBT partners of foreign nationality to give up non-Israeli citizenship, as opposed to heterosexual partners who were permitted to retain their foreign citizenship.

Mandelblit issued his decision to the court following lobbying efforts by Jonathan Berman from the State Attorney's Office.

"The mere presentation of foreign marriage documents and the couple's intention to receive legal validity, is a significant indicator in relations to the seriousness of the relationship and to justify shortening the process," Mandelblit said.

The Israeli Gay Fathers Association later said Mandelblit's announcement was "a huge victory against discrimination for same sex couples."

"The decision will ease the process for many couples with mixed citizenship that have suffered until today, which many times does not end with Israeli citizenship," the group added.

YORKTOWN, Ind. â€" Police arrested a Yorktown pastor who admitted heâ€™d had sex with a teenage girl he was counseling.

According to court documents, Terry Dobbs, 53, gave police a full confession after being confronted about his activities with the teen. Dobbs is pastor of Old Fashion United Baptist Church in Yorktown.

Police first learned about Dobbs and the teenager on Dec. 2, when they were contacted about a possible sexual relationship between the two.

The 15-year-old girl told police sheâ€™d been having sex with Dobbs for the last two months. During an interview, the teen said it started when Dobbs began counseling her for some problems she was having over the summer.

During those conversations, Dobbs talked about kissing her, the teen told police. After they kissed, they fondled one another and then progressed into sex acts and sexual intercourse at the church.

The teen told police she had text messages from Dobbs on her computer and that the two of them had taken nude photos and exchanged them via computer and phone.

On Thursday, Dec. 8, Yorktown police brought Dobbs in for questioning. He â€œgave a full confessionâ€ about what had taken place, according to court documents, and was arrested.

Charges against Dobbs include sexual misconduct with a minor, vicarious sexual gratification with a minor, child exploitation and child solicitation.

British police say soccer child sex scandal may affect 98 clubs

LONDON British police investigating allegations of widespread child sex abuse at soccer clubs dating back to the 1970s said on Friday they had identified 83 potential suspects and possible links to 98 clubs, including some from the Premier League. Police forces across the country launched inquiries after former player Andy Woodward revealed he had been abused as a boy by a youth team coach, prompting other ex-professionals to come forward with more allegations. The National Police Chiefs' Council (NPCC) said 639 referrals had been made to officers from a helpline set up by the National Society for the Prevention of Cruelty to Children charity, involving about 350 potential victims. "Allegations received by police forces across the country are being swiftly acted upon," said Chief Constable Simon Bailey, the NPCC lead for child protection. "We are also liaising closely with the Football Association to ensure all relevant information they hold is shared to inform investigations moving forward." The harrowing tales of abuse suffered by the former players, some of whom have broken down in tears in television interviews, have shocked Britain. They raise questions about the scale of the problem, how much clubs and soccer authorities knew, and whether they tried to cover it up. English soccer's governing body, the Football Association, has launched an internal review into what it admitted could be one of the sport's biggest crises, and promised to fully publicize its findings. The NPCC said not all the 98 clubs whose names were mentioned to the police were under investigation. "The figure spans all tiers of football, from premier clubs through to amateur," it said in a statement. It added that 98 percent of the victims were male, aged between seven and 20 at the time. The soccer abuse revelations are the latest in a series of pedophile scandals to have hit Britain in recent years. Florida couple 'are caught in the act of having sex in front of passersby on a sidewalk'

An amorous Florida couple have been charged with indecent exposure after police say they were caught having sex in public.

The incident that landed the libidinous pair, identified as 26-year-old Ashley Wetzel and 50-year-old Henry Niblack, occurred just before 10:40pm Wednesday in the area of 3 Avenue North and Mirror Lake Drive North, not far from a St Petersburg park.

According to an arrest report, Niblack and Wetzel were seen having a sexual intercourse in front of people passing by on the sidewalk.

The report, first obtained by The Smoking Gun, offers graphic details of the encounter, describing how Niblack was allegedly observed 'throwing his hips back and forth, inserting his penis into Wetzel's vagina.'

The responding officer noted in his report that both Niblack and his partner had their pants around their ankles.

The pair were arrested at the scene and each was charged with a misdemeanor count of exposure of sexual organs.

Niblack, a construction worker from St Petersburg, was released from jail Thursday after posting $150 bond, while Wetzel remained in custody on $650 bond.

Both suspects have criminal records: Wetzel has a pending case against have stemming from theft charges and a past conviction on a charge of trespassing, while Niblack's rap sheet includes charges of domestic violence, possession of marijuana and violation of injunction.Â Â

FIFA boss Infantino wants â€˜zero toleranceâ€™ of sex abuse in football â€” RT Sport

FIFA President Gianni Infantino says there needs to be "zero tolerance" of child abuse in football, promising to investigate how the sport's governing body can prevent it happening.

English football has been rocked by a scandal over accusations of historical pedophile activity within the game, with police forces across the country dealing with an increasing number of claims.

With the English Football Association (FA) also launching a review into the allegations, Infantino has insisted football must act swiftly to handle the issue.

"It has to be taken seriously - there must be zero tolerance from that point of view, from a football perspective, but also from a criminal perspective as well," Infantino told reporters in Singapore on Thursday, as reported by Reuters.

"Those who have been guilty of abusing children need to punished very seriously. They have to be out of football, that is without question, but also on the criminal side they need to be punished.

"There are not many worse things in life, not in football life but in life generally, than child abuse.â€

Police forces in at least 18 areas across Britain are currently investigating allegations made by 350 victims, with some cases dating back to the 1980s.

The National Society for the Prevention of Cruelty to Children (NSPCC) has received around 1,000 reports to a telephone hotline, with Premier League clubs Southampton and Chelsea among those linked to the scandal.

Details about possible widespread abuse first came to light last month, when former Crewe Alexandra player Andy Woodward came forward to detail his abuse at the hands of pedophile former coach Barry Bennell.

The 62-year-old was charged at the end of November with eight offenses of sexual assault against a boy and is due to appear at South Cheshire Magistrates' Court on December 14.

Why Arkansas same-sex parents won't be listed on a child's birth certificate

Arkansas same-sex parents will not be listed on their childrenâ€™s birth certificates, the stateâ€™s highest court ruled on Thursday. The decision has raised questions about equal protection, and the state may still change its approach.

The ruling by a four-member majority of the Arkansas Supreme Court determined that only biological parents can be listed on a childâ€™s birth certificate. It overturns last yearâ€™s decision by a lower court that married same-sex couples could automatically have both spouses listed as parents.Â

For the state Supreme Court, itâ€™s simply a question of biology. At the same time, marriage allows different-sex couples to be listed as parents, and the US Supreme Courtâ€™s ruling on gay marriage may mean that now applies to same-sex couples too. And the debate is complicated by state laws that require parentage to be tracked.

â€œIt is clear that including both married spousesâ€™ names â€" regardless of whether they are same-sex or opposite sex â€" on a childâ€™s birth certificate is exactly the kind of benefit of marriage that the U.S. Supreme Court ruled should be extended to same-sex couples,â€ Kate Oakley, senior legislative counsel for the Human Rights Campaign, said in a press release.

That was the approach taken by Little Rock Circuit Judge Tim Fox in December 2015. Three same-sex couples brought a case arguing that the legalization of same-sex marriage gave same-sex parents the same rights to be identified as parents on their childrenâ€™s birth certificates that different-sex parents already enjoyed.Â

For parents, being named on a childâ€™s birth certificate is important for all kinds of reasons, as LGBT news source The Advocate described. Without this legitimization, parents may struggle to put children on their health insurance or even pick them up from school.

When they won their suit, the three couples were granted the right to list the names of both partners on the birth certificates. But the state appealed the decision on the grounds that it was causing legal and logistical problems. Several days after the initial ruling, the Arkansas Supreme Court stayed the decision, preventing it from being extended to other couples.

One possible reason for the issues: birth certificates are woven into legislation and Health Board protocol in the state of Arkansas. Identifying biological parents is an â€œimportant governmental objective,â€ wrote Arkansas Supreme Court Associate Justice Josephine Linker Hart in the majority opinion, explaining that knowing who parents are allows the state to track public health trends and give children genetic information that they might need for medical reasons later on.

But different-sex Arkansas parents arenâ€™t required to prove that they are the biological parents of the child, perhaps limiting the value of state tracking â€" and raising questions about unequal treatment of same-sex parents.

"There's no requirement that DNA be given or that there be a biological relationship to a child to get on a birth certificate for a father, for the non-birth parent," said Cheryl Maples, who sued on behalf of the three couples, the Associated Press reported.

â€œThe inclusion of a parent's name on a child's birth certificate is a benefit associated with and flowing from marriage," wrote Arkansas Associate Justice Paul Danielson in the dissenting opinion.

The decision may have provided an impetus for the state to make some changes to the law.

â€œIt is time to heed the callâ€ to make changes heralded by decisions like Obergefell v. Hodges, which established the right to same-sex marriage, said Arkansas Chief Justice Howard Brill, according to NBC.

And though some state officials pronounced the state â€œgratifiedâ€ that the court had chosen to uphold state law, they suggested that lawmakers might be willing to consider changes. Arkansas has so far been reluctant to amend its laws.

â€œIf any changes are appropriate, it is the job of legislators to do so, not the circuit court,â€ said Judd Deere, a spokesman for Arkansas Attorney General Leslie Rutledge, AP reported.

As it stands, the ruling would require same-sex parents to obtain a court order if they want both spouses to be listed on a childâ€™s birth certificate. Ms. Maples told AP that she has not yet decided whether to appeal to the US Supreme Court.
